Deleted account's personal data stays with OpenAI

What issue are you seeing?

I have deleted one of my accounts from OpenAI/ChatGPT over a month ago.

Now I face the following problems, some of which raise security concerns.

1. I can not re-register with ChatGPT using the previously deleted account's email address.
2. I can not register a new ChatGPT using new email address with the mobile phone number that was attached to the previously deleted account.

How does OpenAI handle personal data? Why am I faced with these complications?

What steps can reproduce the bug?

1. Deleted account.
2. Tried to re-register with the old email.
3. Tried to register with new email.

What is the expected behavior?

Also, the attempt to try the Plus plan for 1 months free - fails, but stores the Credit Card details without (!) an option to remove it from the saved status!!!
