Problem

Implicit skill invocation is not reliable enough for important workflows. Users often need to repeatedly type the same short instructions or select the same combination of skills. Skills are useful for reusable workflows, but creating a separate skill for every short instruction is too heavy, and deprecated Custom Prompts do not provide this desktop experience.

Proposed experience

Add user-managed saved prompt favorites to the composer + menu:

  • Save the current prompt as a reusable favorite.
  • Pin favorites in the composer + menu.
  • Insert a favorite into an existing or new chat with one click.
  • Allow one favorite to include multiple skill mentions.
  • Support rename, reorder, edit, and delete.
  • Optionally sync favorites across desktop devices.

Recurring examples

  1. Use Chinese Office Document Fastpath + Documents to create and verify a Word document.
  2. Stop repeated Word/LibreOffice rendering retries, deliver the current stable candidate, and wait for manual verification.

This would reduce repetitive input and make important workflows more consistent, especially when implicit skill matching does not activate the required skills.

Additional information

I searched the existing issues before submitting. #26337 concerns configurable snippets in the CLI/TUI and was closed as not planned; #36753 concerns an Enhance Prompt action. This request is specifically for user-managed favorites in the Codex desktop composer + menu, including multi-skill favorites.
