## What changed - Move the orchestrator skill catalog from thread context into its own `orchestrator_skills` world-state section so unchanged catalogs remain incremental across turns. - Discover executor, orchestrator, and host catalogs together and render them against one context-window-aware metadata budget, preserving executor entries before orchestrator and host entries under pressure. - Emit catalog metrics and budget warnings when each world-state section is rendered. ## Testing - Cover incremental orchestrator catalogs across production turns, combined catalog budgeting, disabled and unavailable providers, caching, warnings, and metrics.
