This pull request updates setup-uv from v8.2.0 to v9.0.0 across the test, documentation, release, and publish workflows. It explicitly enables
prune-cachefor every cache-enabled setup step, preserving the previous cache behavior after v9 changed the default tofalse, and updates the inline action-version annotations.see also: #4082
