This pull request takes over and supersedes #4260. It fixes sandbox memory rollouts dropping
programandprogram_outputitems produced by Programmatic Tool Calling. It also resolves the remaining typecheck error by using the correctly narrowedFunctionCallOutputtype in the test fixture.The original contributor is retained through a
