Summary

Introduce a new field type, POLICE_STATION, similar to the existing HEALTH_FACILITY field type, to support police station selection based on the selected administrative district.

Requirement

• Allow police station data to be seeded from a CSV file.

• Store the complete administrative hierarchy (e.g., country → state/province → district → police station), similar to health facilities.

• Filter the available police stations based on the district selected during user creation (or any other relevant form).

Current Behaviour

1. There is no POLICE_STATION field type.

2. Countries that need police station selection must implement custom field types or custom filtering logic.

Expected Behaviour

1. Introduce a new field type: POLICE_STATION.

2. Support CSV-based seeding of police station data using the same approach as HEALTH_FACILITY.

3. Persist the full administrative hierarchy for each police station.

4. Automatically filter police stations based on the selected district during user creation (and other forms where applicable).
