Start page setting should be part of server-specific settings

Actual behaviour

Start page is set for all servers. It is not possible to i.e., have "Sitemaps" as the start page for one server, and "openHAB 3 UI" for another.

Expected behaviour

Make the existing setting a default, but allow an override at the server level, OR, move it into server settings.

Steps to reproduce

1. Configure two servers
2. Set Sitemaps as the Start Page for one, and openHAB 3UI for the other

Can you reproduce the issue in demo mode?

Server configs are not available in demo mode.
