Adds a --retries argument to set the number of times to retry failed HTTP requests to the Pact Broker. Verification runs now handle transient broker failures more gracefully, retrying on 5xx responses, 408 Request Timeout, and 429 Too Many Requests. Backoff uses an exponential delay strategy, and 429 responses respect the broker’s Retry-After header when present.
