Installed package management

• Successful local, GitHub, and registry installs are recorded in a persistent JSON database.
• Records include the package name, description, license, language, detected Riders, required commands, install method, source URL or local project path, and installed artifact paths.
• nox packages list (also nox packages) lists installed packages without contacting the registry.
• nox packages NAME displays installed package details and reports when the package is not installed.
• nox packages search QUERY searches the public registry.
• nox uninstall NAME removes the installed artifacts listed for that package and removes its database records. Plain nox uninstall retains its current-project behavior.
• nox install . installs the current local project. Successful local installs can later be inspected or removed by project name.
• The database is stored in the platform's Nox application data directory. NOX_PACKAGE_DB can override the file path.
• New writable install prefixes are checked through their nearest existing parent, avoiding unnecessary privilege escalation.

Package registry and remote installation

• Added JSON package registry parsing and validation, including required fields, supported source formats, Rider requirements, and duplicate-name checks.
• Added nox install github:OWNER/REPO and nox install pkgs:PACKAGE.
• GitHub sources are cloned to a temporary location and must contain a valid nox.build and pass Nox project graph validation before installation.
• Registry installs resolve package names to GitHub sources and validate declared Rider commands before building.
• Added nox packages search, package metadata inspection, command help, and registry documentation. Package discovery uses the public JSON registry; Nox remains responsible for project validation and installation.
• Added registry parsing and source-format tests.

• Go targets are dispatched through the Go Rider based on their source files, and Go toolchain detection uses go version.
