Add test_repeated_backfills and sqlite3_set_persist_wal

• Add sqlite3_set_persist_wal function, to control WAL persistence from Python.
• Add test demonstrating "unexpected" database recovery and repeated backfilling (https://sqlite.org/forum/forumpost/d8b23175b9).
