Environment variables not injected if starting on different port

Steps to reproduce:

Run a project in dev mode on a port that is already used. It will prompt a different port. Hit "Y" to continue.

Custom .env variables will be missing on this project.

Can you please provide more information about what version of react-scripts you're using, what OS, etc.?
