Adds support for the Taiwan (TW, 繁體中文) PGR 4.8.0 PC client on Windows: the launcher accepts the stock TW PGR.exe and GameAssembly.dll, and the local server now serves TW its own config (TW resource index checksums, TW download servers, channel 5). Notices and server-generated text remain in English for TW.
