Cuts 0.0.1-alpha.9, superseding the not-clean alpha.8.

What this release contains

• Prod CLI config-loader resolution fix (RESIDUAL D1) — PR fix(cli): resolve project config under projectRoot deno.json (prod D1) #148, merged 1af19505. Published CLI loadConfig now loads the user netscript.config.ts as a local entrypoint under <projectRoot>/deno.json (child deno run --config), so plugin list and every config-loading command resolve @netscript/config correctly in prod-JSR mode (both inside the project and via --project-root). This is the authoritative fix for the e2e-cli-prod RED at alpha.8.

Mechanics

• deno bump-version prerelease bumped 32 workspace members alpha.8 → alpha.9.
• Manual gaps patched (task fix(publish): JSR first-publish package provisioning + one-shot e2e CI + deterministic release tool #122): root deno.json version + 43 deno.lock @netscript/* range mirrors.
• 34 files changed (32 member deno.json + root + lock).

Merge gate

• All PR checks green.
• After merge: create GitHub Release v0.0.1-alpha.9 (prerelease) → triggers publish (JSR OIDC ×32) + e2e-cli-prod. The authoritative D1 verification is e2e-cli-prod GREEN at alpha.9 (accounting for the publish race, defect Wave 0b·B — .agents/docs + skills cluster #5/fix(publish): atomic whole-workspace JSR publish from root #123).
