Warning

This release is broken on Python 3.13: installation fails while building curated-tokenizers from source. Install v0.3.2 or newer instead. See #7.

Start the detached background worker during UserPromptSubmit. Keep Stop hook worker startup as a recovery path for jobs queued after the prompt hook worker has exited. Update release metadata, runtime paths, documentation, and installer tests for v0.2.4.
