python-rtmbot 0.4 is required for this release.

Almost 4 months in the making:

Comic Packs - Comics are now managed outside of the bot and can be updated without requiring a restart. (#48)
User preferences have been reworked in the database to allow for custom preferences planned for a later date. (#74)
BUG FIX: Fix second admin self-promotion bug (#80)
BUG FIX: Fix text entry on some comics ending prematurely if they exceed 255 characters (#76)
BUG FIX: Global times not updated until bot restart (#75)
