The roscopter_pkgs folder appears to be an empty package that does not do anything. Should it be removed?
There is a CMakeLists.txt and package.xml, but they don't have any functionality in them. I am wondering if this happened in trying to mirror rosflight_pkgs, which essentially groups multiple rosflight packages together; however, the package.xml in roscopter_pkgs is not grouping roscopter packages together.
