invoice formats

• add fmt/pdi, fmt/x12-210 and fmt/dtn layout baselines.
• configure constants, padding, precision and receiver-specific templates without changing the runner.
• preserve PowerShell interpolation for plain values and typed .NET formatting for explicit formats.

these are formatter baselines, not an EDI parser or standards certification. check per-receiver output parity before switching a job. runner, sources, destinations and helper dependency pins are unchanged.
