making a release

1. bumping up version in meson.build
2. pushing the update (e.g. for 1.13.0 I pushed ae3e213fafb90940f14fc465550a13bd2b6e7fc9 to main)
3. pushing the tag associated to the new version: e.g. for 1.13.0

    git tag 1.13.0
    git push origin 1.13.0
