partest package has unsatisfiable dependencies in ivy package

the ivy.xml file of the partest package includes dependencies to scala-repl-frontend and scala-compiler-doc

the removePomDependencies task ought to remove those, but doesn't.

scala/scala@b74e4dd shows where it's intended that the ivy.xml also has its dependencies stripped. The task removes it from the ivy.xml that ends up in /target, but the ivy.xml that ends up in .ivy2/local after publishLocal is a different one.

this hasn't been a priority because the only downstream user of partest that I know of is scala-js (and if this were bothering them I guess we'd have heard)
