Fixed #197 so now the "News Archive" is called "Archive" and it contains both news/blog articles, as well as announcements/releases.
On news/index.md:
I also fixed the index in the blog (it was missing entries), and I improved the formatting of all indices.
I also fixed a bunch of formatting problems in SIP/SLIP meeting notes.
