Fixed bugs

• ProblemUpdate: synchronize last_changed_activities and current_changed_activities after aggregate(), sparsify(), and change_coefficient() to flush changes completely
• ConstraintMatrix: allow using last remaining slots in sparse matrix storage by relaxing addition rejection to full vectors
• SingleRow: restrict redundancy definition from feasibility to epsilon tolerance for numerical stability
• SingletonStuffing: include rhs into suitable-check
• OpbWriter: fixed bug where negative numbers where not correctly casted in the objective offset
• disable deprecated iterators in fmt external to support modern MSVC
• apply additional MSVC compiler flags for C++ code only
