GabeWasRight: hostapd 2.10 aligned release with refactor

This combines all the traditional mana functionality, but ported to the hostapd 2.10 release.

When s0lst1ce created EAPHammer he wrote his code as a neat sidecar to hostapd’s. After years of porting my in-core writes of mana’s functionality, I now finally see Gabriel’s wisdom and have done the same. The mana/ directory now has as much of the mana specific functionality as I could fit.
