[codex] add Grok Build capability probe

Summary

• Add Docker-based Grok Build capability probe suite.
• Generate docs/tests/report-grok-build-capability.md with PASS/FAIL/SKIP/WARN results and verdict.
• Document how to run the probe with GROK_CODE_XAI_API_KEY.

Validation

Current Probe Result

• Docker installed Grok Build inside the container and reported grok 0.1.211 (2f2cd6d5c).
• GROK_CODE_XAI_API_KEY was not available in this environment, so authenticated checks are skipped and verdict remains Wait.
• Phase 1 runtime implementation is intentionally not included until capability probe passes.

• 最后更新 2026-05-18，已两个半月无人推进
• 作者已不在这条线上，无人认领
• Grok 相关能力在此期间已大幅演进（grok-build-acp 已进 npm、co-presence 走 RFC 独立设计线、grok-build-cli 另有规划），本 PR 的探针实现大概率已不匹配当前 runtime 形态

关闭不代表方向错。 若仍需要 Grok Build 能力探针，建议基于当前 runtime 现状重新设计——可参考 PR #443 里对 Grok co-presence 现状的梳理（目前仍是 source-only，未发布 npm runtime）。

背景：今天做了一次全量 PR 分诊。挂着不动的 PR 会造成重复劳动——同批里的 #444 就因为躺了两周，导致我们今天从零重新修了一遍它已经修过的问题。

后续每周扫一次超两周未动的 PR，强制表态。
