Bound control-plane waits so down cannot hang on Stripe, launchd
kickstart, or the lease reaper.

Fixed

  • Stripe, launchctl kickstart, and reaper children wait with a budget;
    leftovers are reaped for that spawn only (no host-wide helper kill) (#102).
