cockpit-lincot 1.0.0

First standalone release of the Cockpit plugin for LINCOT, broken out from snstac/lincot. Ships .deb (Debian/Ubuntu/Raspberry Pi OS) and .rpm (Fedora/RHEL/CentOS Stream) packages built with nfpm.
