HearCode v0.1.2

Patch release: fixes hearcode doctor incorrectly reporting a failing ✗ for Python 3.10–3.12 (it hardcoded "needs ≥ 3.13" after the floor was lowered to 3.10 in 0.1.1). No behavior changes.

Install: uv tool install hearcode (or pipx install hearcode), then hearcode init. Requires Python 3.10+.

Patch release: lowers the supported Python floor to 3.10 (was 3.13), so pip install hearcode now works on Python 3.10–3.13 without an interpreter-version error. Verified compile + import + runtime smoke on all four. No behavior changes.
