Main Change

Add github packages JSON-schema "redirects" for partial semantic versions.
Versions under https://stac-extensions.github.io/mlm/ will provide (eg: v1.5 for all v1.5.x versions). They differ only on the stac_extensions check to allow a pattern of any v1.5 instead of the specific v1.5.3. Same applies for v1, or any other combination of semantic versions. The loosened tag references always contain the latest contents of the most recent version of corresponding sub-version group.
