Fieldtype Time Format is always set to AM&PM

Bug description

The Time fieldtype in the Control Panel always displays in 12-hour format with AM/PM, even though all relevant locale settings indicate a 24-hour format should be used. Before upgrading to Statamic6 the display was correct.

Environment:

• Statamic 6
• APP_TIMEZONE and Statamic config timezone: Europe/Zurich
• Multisite with locale set to de_CH
• Browser locale: de-CH
• OS language: German (Switzerland)

Expected behavior:
Time fieldtype should respect the system/browser/site locale and display in 24-hour format for European locales like de_CH.

Additional context:
Switzerland and most European countries use 24-hour time format by convention. The fieldtype appears to ignore all locale settings (Laravel, Statamic site config, browser, OS).

How to reproduce

1. Set APP_TIMEZONE=Europe/Zurich in .env
2. Configure Statamic multisite with locale set to de_CH
3. Set browser and OS to German (Switzerland)
4. Create/edit an entry with a Time fieldtype
5. Observe AM/PM format instead of 24h
