UI/UX: Lazy loaded actions - placeholder

Bug description

When we first witnessed lazy-loaded actions in the wild, we thought we broke something since it takes 1-2 seconds sometimes for us.

Maybe, for UI/UX purposes - a placeholder or skeleton is added to indicate more options are loading in?

How to reproduce

1. Work on a slow site
2. Open an action menu
3. UI looks "broken" or bare for a few seconds before options load in

When you say "action menu" do you mean this?

@jaygeorge yep! We see the lazy loading in a few places, also on Runway models (cc @duncanmcclean )
