CP requires 2fa setup with STATAMIC_TWO_FACTOR_ENABLED set to false #14306

Bug description
In enforce 2fa on all roles but have it disabled on dev, however I can't use the CP that way as it still enforces me to setup a 2fa code.
How to reproduce
- enforce 2fa on all roles
- set it to false in env
- browse the cp
