3.0.0 - Change Config Spec and IDList out-of-date behaviors

Changes:

• Remove network call to fetch Config Specs or IDList if config spec is stale: meaning, last fetch time exceeds config_freshness_threshold_ms (default value is 1 min).
• Instead, we will use current config specif there is one, or we will return default values if there is no config specs being found.
• This requires calling sync.php and setup chron job to fetch config spec.
• If Config Spec cannot be found or config spec is stale, we will error_log it,or you can define your own logging behaviors by passing OutputLogger with StatsigOptions.

New feature:

• Support custom logging behaviors with StatsigOptions.OutputLogger
