v2.2.1 - Lazily initialize ip3country and uaparser

For evaluating ip -> country conditions, or for parsing a user agent, rather than initialize these depedencies up front (per request), initialize them when a gate/experiment check requires it only. This improves sdk initialization performance, at the potential cost of degrading gate check/experiment evaluation latency, but total cost for a given request should be constant if required.
