0.72.0 - Add get_experiment_groups() to expose experiment group metadata

New Features

• Add get_experiment_groups(experiment_name) on StatsigServer and a module-level wrapper. Returns the experiment's active state plus each group's group_name, rule_id, id_type, and return_value straight from the in-memory config spec — no user evaluation and no exposure
  logging. Non-experiment-group rules (holdout/sizing) are excluded; unknown names and non-experiment entities return the None shape. Contract matches statsig-server-core.

Improvements

• Overrides now go through standard sampling instead of being skipped early, aligning exposure sampling with statsig-server-core (#526).
