1.62.8 - Fix crash from concurrent network fallback updates

Fixes

• Fixed a crash when two network requests failed at the same time and updated the SDK's DNS fallback state concurrently; that state is now synchronized.
• The SDK now reports its correct version in its metadata; 1.62.7 reported itself as 1.62.6.
