Security release for the smart-wallet policy signer authorization bypass.

Canonical smart-wallet WASM hash:
502ea4e7bdb3ea99880941f1d35ceb67fb598692c0bb40f842ef9c9f17d58b58

The fixed WASM is uploaded to testnet and mainnet. The testnet relayer and demo accept only this hash.

Existing wallet instances require an owner-authorized upgrade call. Uploading this WASM does not upgrade existing instances.
