Upgrades the reusable implementation-evidence validator to the Node 24 GitHub Actions runtime and pins checkout/setup-node to their exact official v7 commits. Adds a link to the separate inbound voice-agent proof. Scope remains bounded: the Action validates evidence structure and explicitly does not make legal or compliance determinations.
