Release 3.3.1

A micro release is required to fix some KGO problems seen with LFRic Atm. These problems are resolved with head of master so we shall release from that.

• All uses of fparser in the GHA workflows already use the 0.2.4 release from pypi.
• The version of fparser is correctly pinned in pyproject.toml.
• Version number in version.py and doxygen.config updated.
