feat: Stream Settings UI

Add a stream settings UI.

There are many configuration options available for screen and video sharing. Right now, they are all hardcoded to default values. This UI should be able to configure the following:

• Stream resolution
• Target frame-rate
• Whether to stream sound

This UI should be shown to the user every time a stream is initiated.

• A user interface that contains the following settings
  • Stream resolution
  • Target frame rate
  • Button to toggle sound streaming (non-functional until feat: Add sound to screen sharing #1070 is implemented)
• User interface should appear readily accessible when a user is in a voice call
  • Discuss with @stoatchat/ui-ux to determine how this should look
• Settings should be available outside of a voice call in the standard settings menu

Considerations

• All UI/UX must go through @stoatchat/ui-ux
