Learn about vigilant mode. 
chore: bump admin-mgr to 0.43.3 and cut new AMIs (#2278)

#2277 (pg_upgrade initdb -g) merged after the last version bump, so the
current strings correspond to AMIs cut without it. Also bakes 0.43.3
(post-restore pg_wal re-grant) into the image.
