feat: Do not hardcode `orioledb.main_buffers` in `postgresql.conf`

supabase-admin-api now stores orioledb config into
`generated-optimizations.conf` config file and therefore we should avoid
hardcoding `orioledb.main_buffers` into `postgresql.conf`
