tailwindcss CLI --watch flag does not work

Discussed in #10485

tl;dr: /Users/name/folder (with-parens)/my-project doesn't do file watching in the CLI because of the parens in the path. This is most likely a missing escape wrapping the base path when resolving the globs to pass to chokidar.

This is unfortunately a chokidar bug that breaks on paths that contain ( and ). These do not get escaped in the CWD nor are they escaped in watched paths. We currently escape them ourselves but this doesn't work because Chokidar converts Windows-style paths to unix style paths which replaces the escape character with / resulting in paths like /Users/name/foo /(bar/)/my-project. And unescaping them before we pass to chokidar doesn't work because it uses anymatch internally which considers () to be special characters. It is therefore effectively impossible to utilize a path containing () characters in the current version of Chokidar. This is unfortunately a can't-fix issue for us until Chokidar comes up with a solution.

Having a second path separator that is also an escape character has to be the second billion dollar mistake. 😱
