B5 Storage tiers and the latency sensitivity plot (tracking)

Formats are usually ranked in memory and then deployed on object storage. Those are different questions and the ordering does not survive the move intact.

This is the tracking issue for the milestone. Every box below is one issue and one pull request. Boxes get ticked when the pull request is merged and CI is green on main, not when the branch looks finished.
