Run 93 stage release candidate

Promotes the verified Run 93 repair from dev to stage for UAT.

  • OAuth callback admission is confirmed as readiness without a redundant execution probe.
  • Runtime and Pi alias validation share the same active/OAuth-confirmed endpoint rule.
  • Full local suite, GitHub Actions, CircleCI contracts, and Track B runtime checks passed.
  • The stage build must retain the mandatory Track B distribution and 13-extension manifest.

No production/main promotion is included.
