Describe the bug

Hello, the scrolling is so laggy when the flag "Throttle frame rate to 60hz" is disabled, is this why it's enabled by default ? it doesn't happen on other browsers even the outdated Kiwi browser has good 120hz scrolling, throttling the refresh rate to 60hz is not a sollution.

What's causing this issue ? certainly not the extensions because this happens when the extensions are disabled as well.

Steps to reproduce the bug

  1. set the flag "Throttle frame rate to 60hz" to DISABLED.
  2. scroll on m.youtube.com main page.
  3. notice how the scrolling is so laggy.

Expected behavior

no lag.
