Materia v9.0.2

Materia v9.0.2 addresses PHP 7.4 End of Life by upgrading to PHP 8.1. We've moved to the FuelPHP 1.9 develop branch to address compatibility issues with PHP 8.1. This update also includes a number of dependabot updates to address vulnerabilities. Special thanks to Materia's founding architect @iturgeon for his help with handling the transition.
