AO2 Control Plane v0.1.15

AO2 Control Plane v0.1.15 is the observer-service companion release qualified
with AO2 v0.5.0-beta.1. It remains read-only with respect to AO execution and
approval authority.

Changes since v0.1.14

• Adds transactional install, update, rollback, and uninstall scripts for the
  server and garbage-collection binaries.
• Adds deterministic CycloneDX 1.5 SBOM generation from Cargo.lock.
• Extends native macOS, Linux, and Windows archive qualification and lifecycle
  regression coverage.
• Preserves existing evidence and release contracts while extracting internal
  release-view and evaluator helpers.
• Includes backup/restore acceptance and evidence-migration rehearsal updates.

Supported platforms

• Linux x86_64
• Windows x86_64

Each archive includes SHA256SUMS, LICENSE, NOTICE, a CycloneDX SBOM,
install, rollback, and uninstall scripts, and a release manifest. Verify the
archive checksum before extraction. Install with install.sh or install.ps1,
roll back with rollback.sh or rollback.ps1, and uninstall with the matching
uninstall script. Data and configuration are preserved by default.

AO2 v0.5.0-beta.1 is the qualified runtime counterpart. AO2 Control Plane does
not approve or execute AO work.

Trust boundary

• The control plane is an observer only.
• It does not approve releases, mutate AO2 artifacts, or require provider API keys.
• Auth/token material must remain local and out of committed or release artifacts.

Known limits

• The control plane is currently best treated as a local/operator dashboard.
• Release acceptance remains owned by the governed evaluator/release process, not this service.
• Public release asset automation is still being solidified.
