Highlights

This release adds an OpenQASM 3 frontend, allowing users to pass OpenQASM 3 strings directly to Mitiq's error mitigation routines. Support for PRx and MS gates was also added to the Qibo interface. Mitiq now also supports NumPy 2.0!
