Add 0.11 closure status audit gate

Summary

• add a closure status audit for topic 0.11 Phase Transitions
• add a machine-readable closure audit artifact that keeps the topic at WARN / Draft / Tier B
• restore an update log so the multi-wave blocker chain can be reconstructed without guessing from git history

Status boundary

This does not promote 0.11. The audit explicitly blocks Tier A closure, full phase-transition theory wording, RG closure, and universality-shift claims until an accepted structure-factor/correlation-length estimator policy exists.
