L7b: add a cash term to the Cobb–Douglas budget The boxed budget was an equality with no cash, yet an empty basket holds the floors plus cash. The budget now reads sum_i n_i S_i(t) + cash(t) = W_P(t) with cash(t) >= 0, cash outside the utility. One derivation line sets cash to zero when the basket is not empty, so the empty-basket rule follows from the model and matches allocate_cobb_douglas, which returns (shares, cash). Lecture, deck (slides 17 and 18), and the package docstring updated; no code change. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

- The accompanying explanation emphasizes that the weights specify the initial allocation.

- Clarifies the L6b concept review: which estimates determine portfolio weights, how estimation error can affect the allocation, and why we evaluate wealth and NPV on a separate period of prices.
- Includes the shared package fix that enforces minimum share counts in the Cobb–Douglas and CES allocators.
This cumulative release includes both L6a and L6b. The Week 6 example notebooks and their stored results are unchanged from week-06.5.
