AI API Gateway Platform - 将 AI 订阅配额分发和管理

基于官方 v0.2.16，保留现有自定义功能，并完成 Gemini 显式缓存与多分组、月卡计费的兼容适配。

• 分组模型价格编辑支持 Fast/Flex 倍率，保存时保留已有覆盖配置。
• 缓存调用按原模型、原分组及原账号校验权限，适配多分组 API Key 的模型限制和路由。
• 月卡缓存固定费用支持持久预留、失败恢复和事务清理，沿用原权益快照及并发余额补差规则。
• 分组翻译与限时倍率同时保留；月卡周额度重置、优惠码多商品、拼团公告及业务拒绝聚合等自定义功能继续可用。

完整前后端测试、真实 PostgreSQL 并发检测、独立复审及中国测试服接口验收通过。

Gemini 缓存创建/延长按完整 TTL 预收费用，缩短或删除不退款；月卡冻结不暂停缓存有效期。真实上游调用未纳入隔离测试服验收。
